    Targeting Poverty in the Courts: Improving the Measurement of Ability to Pay

    Ability-to-pay determinations are essential when governments use money-based alternative sanctions, like fines, to enforce laws. One longstanding difficulty in the U.S. has been the extreme lack of guidance on how courts are to determine a litigant’s ability to pay. The result has been a seat-of-the-pants approach that is inefficient and inaccurate, and, as a consequence, very socially costly. Fortunately, online platform technology presents a promising avenue for reform. In particular, platform technology offers the potential to increase litigant access, reduce costs, and ensure consistent and fair treatment—all of which should lead to more accurate sanctions. We use interviews, surveys, and case-level data to evaluate and discuss the experiences of six courts that recently adopted an online ability-to-pay assessment tool that streamlines and standardizes ability-to-pay determinations. Our findings suggest that the online tool improves accuracy and therefore the effectiveness of fines as punishments, and so it may make the use of fines as sanctions more socially attractive

    Perspectives on Improving Teaching in Canadian Universities

    As a result of increasing concerns about the quality of higher education in Canada, many universities have implemented programs and policies aimed at improving teaching. This study examines the perceptions of those individuals who are primarily responsible for teaching improvement activities at fifty-one Canadian degree-granting institutions. Respondents indicated the potential of each of thirty-six practices to improve teaching at their respective institutions. The findings reveal a widespread belief that the greatest teaching improvement potential lies in the provision of incentives to faculty in the form of employment rewards (appointment, tenure, promotion). The role of department heads, deans, and senior administrators in creating an institutional culture which encourages effective instruction is also seen as an important component of a teaching-improvement strategy. Other areas considered include activities and support structures which provide opportunities for faculty to develop their teaching abilities. Practices which seek to evaluate instruction for the purposes of making personnel decisions were seen as having the least potential to improve teaching.Afin de rĂ©pondre aux lacunes perçues quant Ă  la qualitĂ© de l'Ă©ducation post-secondaire au Canada, un nombre grandissant d'universitĂ©s sont implantĂ© des programmes et des politiques visant Ă  l'amĂ©lioration de l'enseignement.     Plasma exosomes from children with juvenile dermatomyositis are taken up by human aortic endothelial cells and are associated with altered gene expression in those cells

    BACKGROUND: The pathology of juvenile dermatomyositis (JDM) is characterized by prominent vessel wall and perivascular inflammation. This feature of the disease has remained unexplained and under-investigated. We have hypothesized that plasma exosomes, which play an important role in inter-cellular communication, may play a role in the vascular injury associated with JDM. OBJECTIVE: To characterize the circulating exosomes of children with JDM and determine whether the small RNA cargoes within those exosomes are capable of altering transcriptional programs within endothelial cells. DESIGN/METHODS: We purified exosomes from plasma samples of children with active, untreated JDM (n = 6) and healthy controls (n = 9). We characterized the small RNA cargoes in JDM and control exosomes by RNA sequencing using the Illumina HiSeq 2500 platform. We then incubated isolated exosomes from healthy controls and children with JDM with cultured human aortic endothelial cells (HAEC) for 24 h. Fluorescence microscopy was used to confirm that both control and JDM exosomes were taken up by HAEC. RNA was then purified from HAEC that had been incubated with either control or JDM exosomes and sequenced on the Illumina platform. Differential expression of mRNAs from HAEC incubated with control or JDM exosomes was ascertained using standard computational methods. Finally, we assessed the degree to which differential gene expression in HAEC could be attributed to the different small RNA cargoes in JDM vs control exosomes using conventional and novel analytic methods. RESULTS: We identified 10 small RNA molecules that showed differential abundance when we compared JDM and healthy control exosomes. Fluorescence microscopy of labeled exosomes confirmed that both JDM and control exosomes were taken up by HAEC. Differential gene expression analysis revealed 59 genes that showed differential expression between HAEC incubated with JDM exosomes vs HAEC incubated with exosomes from controls. Statistical analysis of gene expression data demonstrated that multiple miRNAs exerted transcriptional control on multiple genes with HAEC. CONCLUSIONS: Plasma exosomes from children with active, untreated JDM are taken up by HAEC and are associated with alterations in gene expression in those cells. These findings provide new insight into potential mechanisms leading to the targeting of vascular tissue by the immune system in JDM

    Andreev Reflections in Micrometer-Scale Normal-Insulator-Superconductor Tunnel Junctions

    Understanding the subgap behavior of Normal-Insulator-Superconductor (NIS) tunnel junctions is important in order to be able to accurately model the thermal properties of the junctions. Hekking and Nazarov developed a theory in which NIS subgap current in thin-film structures can be modeled by multiple Andreev reflections. In their theory, the current due to Andreev reflections depends on the junction area and the junction resistance area product. We have measured the current due to Andreev reflections in NIS tunnel junctions for various junction sizes and junction resistance area products and found that the multiple reflection theory is in agreement with our data

    Star Formation and Tidal Encounters with the Low Surface Brightness Galaxy UGC 12695 and Companions

    We present VLA H I observations of the low surface brightness galaxy UGC 12695 and its two companions, UGC 12687 and a newly discovered dwarf galaxy 2333+1234. UGC 12695 shows solid body rotation but has a very lopsided morphology of the H I disk, with the majority of the H I lying in the southern arm of the galaxy. The H I column density distribution of this very blue, LSB galaxy coincides in detail with its light distribution. Comparing the H I column density of UGC 12695 with the empirical (but not well understood) value of Sigma_c = 10E21 atoms/cm^2 found in, i.e., Skillman's 1986 paper shows the star formation to be a local affair, occurring only in those regions where the column density is above this star formation threshold. The low surface brightness nature of this galaxy could thus be attributed to an insufficient gas surface density, inhibiting star formation on a more global scale. Significantly, though, the Toomre criterion places a much lower critical density on the galaxy (+/-10E20 atoms/cm^2), which is shown by the galaxy's low SFR to not be applicable. Within a projected distance of 300kpc/30kms of UGC 12695 lie two companion galaxies - UGC 12687, a high surface brightness barred spiral galaxy, and 2333+1234, a dwarf galaxy discovered during this investigation. The close proximity of the three galaxies, combined with UGC 12695's extremely blue color and regions of localized starburst and UGC 12687's UV excess bring to mind mutually induced star formation through tidal activity.Comment: 14 pages, 8 figures (2 color), To be published in A.J., May 2000

    Performance of broiler chickens fed South African sorghum-based diets with xylanase

    Two experiments were conducted to determine the influence of sorghum variety and xylanase on performance of broiler chickens. In Experiment 1A, a total of 240 day-old Ross broiler chickens were assigned to a 2 (sex) Ă— 3 (sorghum variety) Ă— 2 (with or without xylanase) factorial arrangement in a completely randomized design with 20 chickens per treatment. Gross performance measurements were assessed at 7, 14, and 21 days of age. Carcass yield and visceral organ weights were measured at day 21. In Experiment 1B, a total of 108 female Ross 308 broiler chickens were randomly assigned to a 3 (sorghum variety) Ă— 2 (with or without xylanase) factorial arrangement in a completely randomized design with 6 treatments replicated 6 times. On day 25, all birds were euthanazed by intravenous injection of sodium pentobarbitone and digesta contents from the distal ileum were collected to determine the nutrient digestibility. Broiler chickens offered sorghum variety Pan8816 supplemented with xylanase had higher feed intake, weight gain, and similar feed conversion ratio at 1 - 7 days of age. Breast meat of broiler chickens was not affected by variety or xylanase. The small intestine was heavier in the Pan8625 and Pan8816 groups with xylanase than in the similar Pan8906 group. Enzyme inclusion increased the crude protein digestibility. When xylanase was included in all sorghum varieties, numerically, starch digestibility tended to improve. Sorghum variety affected the growth performance of broiler chickens.     The orthogonal fitting procedure for determination of the empirical {\Sigma} - D relations for supernova remnants: application to starburst galaxy M82

    The radio surface brightness-to-diameter ({\Sigma} - D) relation for supernova remnants (SNRs) in the starburst galaxy M82 is analyzed in a statistically more robust manner than in the previous studies that mainly discussed sample quality and related selection effects. The statistics of data fits in log {\Sigma} - log D plane are analyzed by using vertical (standard) and orthogonal regressions. As the parameter values of D - {\Sigma} and {\Sigma} - D fits are invariant within the estimated uncertainties for orthogonal regressions, slopes of the empirical {\Sigma} - D relations should be determined by using the orthogonal regression fitting procedure. Thus obtained {\Sigma} - D relations for samples which are not under severe influence of the selection effects could be used for estimating SNR distances. Using the orthogonal regression fitting procedure {\Sigma} - D slope {\beta} \approx 3.9 is obtained for the sample of 31 SNRs in M82. The results of implemented Monte Carlo simulations show that the sensitivity selection effect does not significantly influence the slope of M82 relation.     Src Kinase Determines the Dynamic Exchange of the Docking Protein NEDD9 (Neural Precursor Cell Expressed Developmentally Down-regulated Gene 9) at Focal Adhesions

    Dynamic exchange of molecules between the cytoplasm and integrin-based focal adhesions provides a rapid response system for modulating cell adhesion. Increased residency time of molecules that regulate adhesion turnover contributes to adhesion stability, ultimately determining migration speed across two-dimensional surfaces. In the present study we test the role of Src kinase in regulating dynamic exchange of the focal adhesion protein NEDD9/HEF1/Cas-L. Using either chemical inhibition or fibroblasts genetically null for Src together with fluorescence recovery after photobleaching (FRAP), we find that Src significantly reduces NEDD9 exchange at focal adhesions. Analysis of NEDD9 mutant constructs with the two major Src-interacting domains disabled revealed the greatest effects were due to the NEDD9 SH2 binding domain. This correlated with a significant change in two-dimensional migratory speed. Given the emerging role of NEDD9 as a regulator of focal adhesion stability, the time of NEDD9 association at the focal adhesions is key in modulating rates of migration and invasion. Our study suggests that Src kinase activity determines NEDD9 exchange at focal adhesions and may similarly modulate other focal adhesion-targeted Src substrates to regulate cell migration.NHMRC Grant 63251

    The invisible power of fairness. How machine learning shapes democracy

    Many machine learning systems make extensive use of large amounts of data regarding human behaviors. Several researchers have found various discriminatory practices related to the use of human-related machine learning systems, for example in the field of criminal justice, credit scoring and advertising. Fair machine learning is therefore emerging as a new field of study to mitigate biases that are inadvertently incorporated into algorithms. Data scientists and computer engineers are making various efforts to provide definitions of fairness. In this paper, we provide an overview of the most widespread definitions of fairness in the field of machine learning, arguing that the ideas highlighting each formalization are closely related to different ideas of justice and to different interpretations of democracy embedded in our culture.
